I think the subject says it all.

For example, if I tether my Nexus 7 wifi to my Galaxy S3 to get cellular data, is there an app that I can then text from my Nexus to send texts over the cellular network?

Many people have been using that, though if you use google voice paired with your phone number, you can send texts via wifi. Though voice doesn't support mms.

I use tablet talk and I've never had any issues, I highly recommend it I've been using it for a very long time.
