Just the basic steps.
Proxy server bypassing the local hosts file?
If on Mobile, APN settings?
An alternative ad blocking that is interfering or bypassing the hosts file?
Ads are called by IP address?
Ads are served from the same server as the content?
Local ad cache?
Some kind of data-saver enabled?

Make sure adAway is working.
Enable adAway and ping one of the blocked hosts, make sure it returns localhost (127.0.0.1) instead of the true IP address.
A few weeks ago, I posted about using
dns logging and a few reasons why ads might be coming though or can not be blocked using dns blocking.

When I switch from WiFi to Mobile Data, my APN (AT&T) bypasses the internal hosts.
adAway Root mode.
Ads are blocked when using WiFi.
Ads pass though when using Mobile Data.
adAway VPN mode.
