App running with wifi

So maybe this is normal but it seems odd to me.

Whenever I Connect to Wifi what looks like a app opens. But instead of a app it's just a black screen that opens and then goes away. It's very weird.. Anyone else experience thus?

Also I checked my running apps and don't see anything odd.

That certainly does sound strange. I don't experience anything like that... (goes to double check...)
So, no. Nothing like that. I'm on stock, rooted, no knox, connection optimizer turned off.
What about you?
When did this start happening?
Install any new apps lately? Sideload anything?

What rom are you running? What kernel? @kingdazy has the right questions, those are the others that leap to mind.

Not using any new apps I'm stock rooted. ..Been doing it for a few months
