Yeah, phone works great, except everything I try from fastboot fails due to the FRP lock. Fastboot screen says Phone: Unlocked FRP: Lock and the OEM unlock in dev options is grey. I'm stuck.
If your phone is working and booting up
simply go to settings/ accounts/ google and remove your account
then do a factory reset from stock recovery and FRP lock should be gone.

Nope, no luck. After factory reset, I got debugging back on, and I can detect the device in the command prompt, but it just tells me I can't flash with the frp lock on, and trying to boot it to custom recovery just gives me an error. Can't I just, I dunno, wipe whatever partition the frp data is stored in?

No after the factory reset, you go to developer options and enable OEM unlock

Come on, man. That's the first thing I tried. It was still greyed out. I might have been born, but I wasn't born yesterday.

So you phone does not ask to verify on new setup
and their are no accounts on the phone
and you did the dload flash I posted here > https://forum.xda-developers.com/showpost.php?p=76903025&postcount=24
I updated the links on that post ... this should also relock your bootloader

if your bootloader is unlocked
the OEM unlock is grayed out and ON

do you still have the bootloader unlock code

try and fastboot oem lock
then fastboot oem unlock

reboot to fastboot check if frp is still locked

Well it's strange you can get to the phone desktop and not have to verify
that's where most people get stuck with FRP lock

the dload flash will relock the bootloader and you have to start from scratch

I was getting that impression. Where I would need to verify, I'm asked if I want to recover an old account or start from scratch. I don't get it, why have FRP lock if a person can just start a new account, anyway? I'm gonna try the flash now. I don't mind starting over, it wasn't difficult, and it's practice. Thanks again.

Well, it didn't work. Said it was incompatible with what I have and to try again with the right update. So, still screwed. Where do I go from here?

Yeah, it says Unknown Command.
Well I found this
3. Assuming you have already downloaded the Minimal ADB and Fastboot files, open up a command prompt navigating to the fastboot folder and type in the following commands: "fastboot boot recovery.img"

4. After it boots, you can go ahead a do a factory reset via the recovery. It will be stuck on 99% and it wont go to 100%. Give the phone 5 minutes on 99% before doing anything. It gives it a chance to wipe everything completely.

5. Reboot your phone by holding the Volume Down and Power button until it boots into "Recovery & Fastboot Mode" and then flash TWRP as you like. As you can now see that "FRP Lock" disappeared thus allowing you to flash recoveries and use commands again.

It helped me so I hope it helps you out, saved me a lot of stress. Press thanks if this helped and feedback is always welcome.
He was boot the stock recovery from fastboot to do the wipe
you would use Stock_B130_ XT2_H1711_Recovery.img

I don't recall if fastboot boot works on this model or not

It tried. Downloaded boot.img without trouble. It tried to boot for half an hour, but nothing happened.
I think I've gone as far as I care to with this phone. It has won. I need to shift my focus to something more gratifying. I have a Samsung J260A and a TabA to try not to brick. I'll just count myself lucky I can still use the H1711 as a smartphone, though I can't make it smarter.
