AT&T Bootloader Unlock?

I was searching for AT&T roms, and came across this website http://wiki.cyanogenmod.org/w/Build_for_xt1058. It looks like it tells you how to unlock the bootloader for AT&T and non us GSM phones. Has anyone tried this. Is this how to unlock the bootloader on the att moto x so we can install roms. I figured I'd ask before I brick my phone trying it.

Unless you have the at&t developer edition you can not unlock your bootloader. You must go to the Motorola bootloader unlocking website to get a unlocking code

I recently purchased a moto x developers edition and can't get mobile data working. My provider is AT&T. I have no access point names in my settings and can't find it anywhere. Any input???
