There's nothing you can do about the throtting, OP3T throttles @60°C tbh in just 10 mins of game play it starts throtting
You have 2 options here
1. Either disable thermal engine as suggested by someone above ( it basically boils your device forget about gaming, temps touchs to 98°C if msm thermal is disabled and around 60 to 75°c it msm thermal is enabled it's seriously hot to touch and high chances of damaging internals
2. Underclock the big cluster to 1209MHz or 1286MHz I tested both, while gaming (2 hrs of pubg @ medium settings) temp's are around 53 to 55°c and never reached 60°c no throtting ( but you know what, games still lag or you will get low fps due to lack of power Lol I'm sorry that's true there nothing you can do about it try playing games in air conditioned room or just buy gaming Phone like Razer they have good heat dissipation, tbh on Android optimized games too use lot of processing power which lead more heat. More heat = throttle
Deleting the thermal engine file in system/vendor/etc doesn't disable throttling for me. It actually resulted in frequencies getting locked even lower. 1190/1478 stock and around 998/1200 when I deleted the thermal engine. (MSM thermal was off)
2. How do I do that? It doesn't keep the frequencies set by me in EXkm.

The best settings I tried-
1) Delete the thermal engine file
2) Disable msm thermal, core control, vdd, touchboost, hotplugging
3) Underclock to 1478 and 1824 (like in Sultan's ROM)
4) Choose GhostPepperV2.0 as your governor profile
5) Enjoy throttle free and efficient gaming.

Note- It does get a little warm but you can underclock it further according to the game and its settings.

Something useful!

Hey guys! I was gonna ask this same question eventually, as OP has. I have something to contribute here. On all custom kernels, the throttling is practically instant. On the other hand, on stock Resurrection Remix, the inbuilt Caesium did not have ANY throttling whatsoever. This led to the phone becoming untouchably hot, and eventually shutting down (after hitting 110°C) due to graphics intensive games like PUBG or Rules of Survival. The games ran more than SILKY SMOOTH but the phone became unbearably hot. I have some screenshots of the temperatures it used to hit. See below:

You do realize that your CPU is commercial grade CMOS (correct me if you have better info) and only rated to 85C right? The hardware should have shut itself down at that point.

Industrial/Automotive is 100C and Military is 125C.

Running at 95 is likely out of spec and very dangerous.

Maybe we could add a heat spreader on top of the SD821 based on mu observation, i think the thermal pad doesnt even touch in contact with the back case? Or if it touches the back aluminum case, maybe we could replace the stock thermal paste with a better ones from arctic silver or thermaltake with a non electric conductiveOneplus-3T-Teardown-7.jpegView attachment 4600559

Exactly, Anyone viewing this thread disabling msm thermals is a really bad idea. I am here to save you from a potential disaster. If you disagree : Do what you want, no one is stopping you.

Even, if you disabled thermals before at had no issues. Don't do it unless you are standing in a freezer lol.

But Seriously, It can/will eventually lead to damage that can only be fixed with new motherboard. If you need more power just sell your phone and upgrade. Trust me on this, my phone is fried. But I didn't disable thermals it was done by accident on a Rom with a kernel update.
