Battery Drain while Powered Off?

Is this a known issue or maybe just the ROM I'm running (XENON)? My S4 Mini will drain the battery when switched off, the only way to avoid that is to remove the battery and the battery will then hold it's charge, same with my spare battery.
It seems the the phone does not power off, but it does reboot when powered back on,same as if you'd just put the battery in.

Any thoughts?

Second bump.
I want to use an S4 mini as a car DVR. Dead battery, I used its PCB to attach to it a bench power supply as a test, and coupled said PCB with battery contacts.
Given 4.2V, this PCB will act as a full battery and will boot the phone no problem. While the phone is working, my bench power supply shows the current drain.
When I power off the phone (long press on power button > Power off) the bench power supply still shows there's a drain that amounts to about 35mA at 4.2V. WTH?
This drain also goes on if I dial down the voltage on the power supply, lower than 3.2V, and down to almost 0V, so it keeps going no matter how dead or dying is the battery. That's just idiotic... the phone works fine otherwise.
Not stock rom, but latest available LOS.

Well, that made no difference either so I guess that it's a faulty phone.
I can't remember now, but did the S4 Mini running stock have an alarm that would switch the phone on? Could be that, ie clock etc.

Another possibility is dendritic growth which is when a PCB (PWB) is contaminated and allows a small dendrite to grow which allows current to leak. PCB would have to be cleaned to remove dendrite but you'd need a specialist, so likely not worth it.
