I had the same problem too (Samsung Galaxy S9+), I signed up for Google play beta tester, and updated the Google app and out works now. (I wonder how long it will last...)

Same problem with Galaxy Note 8

After flashing Oreo into my S8+ (SM-G955FD) Via Odin, I've noticed that my Bixby wake-up command has completely killed itself, I've also received the new update that was rolled out a day or two ago, which is what I was waiting for before posting regarding it here; I know that many do not really care about Bixby but it happened to be quite useful to me, especially because I have to set Google Assistant as my "Default Assistant App" in order for its voice commands to work unlike Bixby but that's for my own personal preference, so I've tried to clear data on every Bixby applications and re-doing all of the voice training, it didn't do the job however there is something I've noticed when I attempt to get Bixby by voice command, in the notification tray there is a notification of Bixby indicating that it's supposedly waking up (Screenshot is included.)

So that's all I have, if anyone can assist me on how this can be resolved, I'd really appreciate.. Nobody else has complained about this issue and I don't know if that's whether if people don't care or perhaps this is ONLY ME, which worries me so please, thank you in advance.
I have a Galaxy Note 8 and experience the same problem. I have notified Samsung on 2 occasions. None of their recommended actions has fixed the problem.

When I first got my note 8 I was amazed at bixby, "am handicapped and have speech problems." I flew through the set up including the pronunciation questions, and Bixby did every thing I asked. Since oreo I can get past the "Hi Bixby," training and that it. It will not respond to voice commands, especially, "Hi Bixby,"
If anyone can or does find a fix I'd really appreciate it. BTW:, OK google works every time.

I went into settings and uninstalled bixby updates. Working now. Seems to be an issue with the latest version running on Oreo (using note 8). Also noticed the Stephanie voice is worse than ever with it skipping through words (only saying half the word) etc. Whatever they have done lately they need to reverse.
