This question have been asked few million times. Search here, on Xda or experiment yourself. To reinstall deleted package try:
adb shell cmd package install-existing --user 0 <PACKAGE_NAME>

U need to root your phone to uninstall bloatware because bloatwares are usually pre installed on the devices and pre installed apps can only be installed with the root
Rooting your phone allows you to completely remove bloatware by installing a ROM without bloatware, yes. However, you do not need to root your phone to be rid of almost all of the bloatware that is installed on the Xiaomi global ROM. Using the XiaomiADBFastbootTools for example, you can get rid of almost all pre-installed apps, without having to root your device.

Ok that is true but they say it will come back after a factory reset
