Which apps/bloatware can I uninstall?

This question have been asked few million times. Search here, on Xda or experiment yourself. To reinstall deleted package try:
adb shell cmd package install-existing --user 0 <PACKAGE_NAME>

It is for the X3 NFC, but it should be really close to the F3 anyway because both run MIUI 12

U need to root your phone to uninstall bloatware because bloatwares are usually pre installed on the devices and pre installed apps can only be installed with the root

Rooting your phone allows you to completely remove bloatware by installing a ROM without bloatware, yes. However, you do not need to root your phone to be rid of almost all of the bloatware that is installed on the Xiaomi global ROM. Using the XiaomiADBFastbootTools for example, you can get rid of almost all pre-installed apps, without having to root your device.

Yes they will, which is an excellent feature. I myself am thinking about returning my phone, having to only do a factory reset saves me a lot of time, rather than manually re-enabling all of the apps I removed.

You just need unblocked bootloader, not root (and sometimes you don't even ubl). You will loose your root after installing new ROM
