To whoever is facing the Bluetooth not working issue no matter if you try to turn it off or on here's a fix i managed to do
Here's what you do
1 Put your phone into mass storage mode and load the system registry hive
Or use an in phone Registry editor
2 Go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\bthserv
3 Change the Start Value from 3 or whatever it is to 2
4 Restart your phone and that should be all.
