Boosting volume

Is there an app to boost the volume of the Captivate? ... or maybe a ROM that can boost the volume?

You would have to go back to a Stock Firmware and from there use the USSD code *#197328640# to enter the Service Mode Main Menu. From there you can tweak the Audio.

Or you could try flashing a different modem.

If you mean audio volume, there are apps that let you do that. Having a kernel with voodoo sound support is also helpful. Some kernels also allow tweaking of in-call volumes if you need that.
