I'd say "not high." The HTC One wasn't supposed to be unlockable with their Dev site on att but it was. Maybe this will slip through the cracks.What are the chances motorola list it under their unlock tool for verizon

As with previous HTC devices, they are unlockable on HTC Dev until a day or two before street date. The AT&T and Verizon models will be locked, and will have a Developer Edition. They were definitely still unlockable a while after street date. Hell they may still be.
