Bootloop after flash using EDL

Hi guys my phone had bootloop after flash rom using edl, i try a 3 version of firmware but bootloop continue

Have you relock the bootloader? If not, reboot in fastboot mode and "fastboot oem lock", "fastboot reboot"

Nope> i cant boot the OS> so i can go to developer options

Thats work if bl is locked?
