Bootloop when restarting phone?

So I'm running SlimBean 3.0 and wanted to update to 3.1 with a dirtyflash. After I tried that I got bootloops. Luckily I made a nandroid and am able to restore back to SlimBean 3.0. The only issue now is every time I try to restart my phone I get a bootloop. I've tried factory resetting, going back to stock, flashing a new ROM and still I always get a bootloop. The only thing I can do is go into recovery and restore back to my nandroid. I'd like to be able to turn my phone off if I have to and turn it back on without a bootloop, any suggestions? And I have the Koodo T989D

Have you tried cleaning your caches?

Yeah I cleaned everything and tried putting it back to stock, very random
