Browser not working in desktop mode

I've tried several different browsers but so far with few exceptions I can't get the browser to maintain a constant desktop mode.
Is there something that I can edit?

Have you tried wiping browser data: settings>manage apps>browser>clear data and reboot?

Yes one of the first things I did. Was wondering if perhaps there was a sql edit that might control this? If so how could I find it.

Try dolphin browser..you can set the phone to behave as a desktop/android phone

Been there to ...that's why i am thinking it may be a sql switch that I need to edit.
