It's Chinese version that you can't update in your region, you can root it & install a custom rom as I had did and here are the required steps:

Requirements download links:
Samsung USB driver http://download.cnet.com/Samsung-USB...-77538415.html
Odin https://odindownload.com/download/
TWRP download link https://androidfilehost.com/?fid=889964283620775437
Rom : Nougat C9000ZHU1BQL3 Debloated: https://androidfilehost.com/?fid=673791459329068625
(Source: https://forum.xda-developers.com/c9-...dexed-t3702643

Steps:
1-Copy downloaded rom to external SD card of your phone
2-Activate development mode in your phone then turn on OEM Unlock & USB Debugging
3-Install Samsung USB driver to your PC
4-Start your phone in download mode (Power off your phone and press 3 keys in same time (Power+home+volume down) to start up
5-connect your phone to pc and run Odin app then press Volume Up of your phone
6-Flash TWRP app to your Phone
7-disconnect the phone from PC and start it in recovery mode (Power+home+volume up)
8-Twrp will start then format system & data and select install, locate downloaded rom on SD card to flash it and after finished select wipe Cache and reboot.

it is said that phones without oem unlock option means that either the phone is already unlocked or the phone is an international device.

Did you try the crom services app? Download twrp from the twrp site, and you need the latest odin, and then you can enter boot menu. Best thing to do is flash the rom through odin itself, even for me it didnt work from flashing through twrp.

Could you attach some images of the phone if you dont mind ? thanks

Since its stuck on boot does it show any Chinese figures anywhere? Iv attached images when my phone was softbricked after installing twrp, the rom crashed but twrp worked. So then flashed the new rom and everything was back to normal

Then i recommend you follow my given steps, download the sm-c9000 rom and flash it using odin. It will work. You can flash twrp, but i recommend you to just flash the rom, anyways you wi be reverted to stock recovery. ?

Everything works, my dad is using the c9 pro, works perfectly. The secure folder, samsung knox has a error which was a common error in the samsung roms during the s6, s7, s8 updates.... Only thats the problem but you can fix it, but root is needed and after you flash your rom rooting the phone again will softbrick the phone. So if you want the latest firmware DONT ROOT AFTER FLASHING THE NEW ROM! ??.
