Can colored music notifications/album art as background be made into a Magisk module?

I tried asking in the general thread as to where such a question would bong but got no reply, so I'm making a new thread hoping it's not against the rules.

I'd like to add the functionality mentioned in the title into a MIUI Pie ROM which by default doesn't have it. Is it even possible? I'm new to this ?.
