Can Google Play Certification be faked?

I just got a software update on my secondary phone, it now says the phone is Google Play Certified (it hasn't been before).
Here is the screenshot of Google Play Store app > Menu > Settings.

Can this certification be faked? my device is not on the official Google Play Certified list.

I had the same problem long back so I know the answer but before that can our dear @xanthrax (BEST FORUM MODERATOR:laugh: ) make sure that if I post the answer it will not be taken as a warez!!
