Can I enable VoLTE on my XT1625?

Running stock Nougat, build NPJ25.93-14.5 with an unlocked bootloader. June 2017 security patch. There is no option under cellular network settings for enhanced 4G or anything. I have tried dialing *#*# etc to get to the phone information page and turning on VoLTE but it doesn't seem to stick. I am on Consumer Cellular's AT&T network and they have assured me the lines on my account are properly provisioned for HD Voice. Not sure what else to try before I give up.

According to the ATT website, the only Motorola phone supported for VoLTE is the Z2 Force.
