Can I reinstall the OS without the volume buttons?

If so, how can I go about it? A long time ago I accidentally ripped the ribbon cable for the volume buttons, I tried replacing it and it still wouldn't work. I'm stuck at the screen shown in the screenshot, when I click close app it just pops up infinitely and won't let me resume the setup. Help is greatly appreciated.

I can't remember for sure, it still has a custom intro installed on it where the Android logo eats an iPhone, so I think it still has twrp/custom ROM on it.

But witout volme button you cant enter in to twrp, does its usb debugging enabled? chance is very less becouse you formatted your system. if usb debugging enabled you can use adb shell command to freeze apps.
