Question Can T-Mobile Bootloader Locked

I bought a refurbished phone on amazon. (pixel 6). It is a Tmobile variant verified through store.googe.com/us/repair. Can the bootloader be unlocked. In the developer options is says OEM Unlocking "unavailable on carrier-locked devices". I have tried factory resetting and loading the latest image. from google.

You might need to pay off the device first then unlock it using the T-Mobile App to unlock it.

I'm just assuming that device was paid off to be sold through Amazon as a refurbished device?

There is an application to unlock the phone from T-Mobile? Do you have to have a T-Mobile SIM and service to do that?

You might need a T-Mobile account connected to the phone - I'm not sure because the last time I've done this method was like 2014.

If that doesn't work, you can try to call T-Mobile to manually unlock the phone.

I ended up contacting T-Mobile support. They said that it was locked due to non-payment or something similar. I don't know why a seller on Amazon would sell a phone like this.
