Cannot set default browser to anything other than default

I have an original Samsung tablet without root and everytime I use Chrome to be the default browser I get the same default browser choice screen everytime I've try to open something that requires a browser. How do I make chrome the default browser and stop this question from popping up every time?

Go into app manager and reset defaults
