Can't Enter Recovery Mode

Hello, thanks for taking the time to read this first of all. The issue I am having is i'm trying to recover my dads phone that refuses to boot but whenever I try to start recovery mode it freezes and i can't change the option and it will not enter no matter how long i wait his phone was also drowned in water so that may be part if the issue
