Can't flash any ROMs

I can't boot the phone into android or recovery mode.
Every time I try the phone just turns off, back on and then stays on the powered by android screen. I can boot into fastboot mode though.
Any ideas?

Make sure you're experienced with things like this before you do it. Fastboot mode is how you flash ROMs. You can flash the stock ROM, or any other ROMs that the Razer Phone 2 supports.

Yeah it wasn't a great idea in hindsight but I thought it couldn't be too hard. I was wrong. Anyway how do I properly flash a ROM? I've downloaded the stock razer one and ran "flash_all.bat" in minimal adb and fastboot but it says no such file or directory.
Also I can get into recovery mode now.

Also I can get into recovery mode now.
Copy adb.exe and fastboot.exe into the same directory as flash_all.bat. If you look at the batch file, its calling for those files. Be sure to also extract the zip first too.

Better yet extract the whole image you downloaded into the same folder you have minimal adb installed.
Then double click the flash_all.bat file it should open a command window and start installing on its own.

Sorry for being gone so long. I tried that but when i try to run flash_all.bat a window pops up for less than a second and nothing happens. Maybe I messed something up? On the phone im on the screen that shows the options: Restart bootloader, Unlock bootloader [Unlocked], Recovery mode, Wipe Userdata, and Power Off. Recovery mode just restarts back to the bootloop.

I've had no luck with anything. Been trying to get into recovery mode as I remember that having something to do with flashing ROMs like having to swipe something at the bottom of the screen to proceed but i still can't get into recovery mode. It just restarts the phone and back to the powered by android screen. I'll make sure to update you if anything exciting happens.
