Can't get past setup wizard in Stock OOS

Hello,

I can't get past the setup wizard in the stock OOS. I come from LineageOS, but I changed my mind and wanted to go back to stock OOS.
I wiped everything in TWRP (Dalvik, cache, system, data, internal storage), downloaded the ROM from OnePlus website and flashed it with sideload.

Then it reboots and I'm at the setup wizard. When the wizard asks me to setup an account for backup or switch from an iPhone, it just goes to the 'Just a sec...' window and then switches back to the point where I have to select a Wi-Fi network. I even tried using cellular data, but it just keeps switching back to Wi-Fi network. I can't get past it and therefor I can't use my phone.

Would love some help.

P.S I tried flashing with official TWRP, bluspark TWRP and codeworkz TWRP.

Sorry I can't help, but the exact same thing happened to me....Lineage 15.1 to OOS 5.1.2. I cleared everything except internal storage and got stuck on the same, Just a sec... screen. I had no choice but to revert back to Lineage to get a working phone. I was on Beta10 Firmware.
