Can't share a book with Family Library, Please help

Hello

I have recently signed up for Family Library and added my mom to my family as i am the family manager.
I have purchased a book from my google account and wanted to add that to Family Library.
But "Add to Family Library" is not showing up, but i am sure the book is not visible in any other devices.
Very frustrating
