cant unlock bootloader

i am tryin to unlock my bootloader. i checked it and yes it is unlockable. but i cant do it because no matter what i do my pc refuses to see drivers.

i cant share pics because of msg limits.

i will really appreciate if someone can help me with it. i cant get oreo update because of phone's provider rom. i have to install stock rom but you know you cant do it with locked bootloader.

I could never get it to work on Windows. I had to use Linux to complete the process. Are you familiar with Linux, and if so, are you able to run a version off of a disc (so you wouldn't have to install)?
