I meant the fastboot.tgz pack, you can use that to update via Updater app on your phone not need for MI Flash or any PC app or BL Unlock, note you can only use that for the same Region your phone is.

No, this topic is about Updating to MIUI 13, right now you wont get OTA Update to MIUI 13 on EEA but like i sad you can DL the fastboot pack and select it as a file inside build in updater app to update from 12.X.X.X EEA to 13.0.8.0 EAA no need of PC connection or any tools.
It's simple you can't use a Fastboot rom to update your phone if the bootloader is not unlocked and without a PC.

Was just confused because c.mi.com has only V12.5.21.0.RKDEUXM as the newest downloadable ROM, both local update and fastboot wise

You are right I got totaly confused you need to use Recover package for In phone app to work, mb.
Just got mine. It's stuck on 12.5.8.0 RKFEUXM. None of the newer recovery's work via 'Updater'.
I've tried (SKFEUXM):
13.0.3.0, 13.0.8.0 - "Can't verify update. Sorry, flash to older version is not allowed"
13.0.9.0, 13.0.10.0 - "Can't verify update. Sorry, flash to this stable version is not allowed."
Current security update: 2022-03-01.

The rom is pushed to normal user now, i can update via "Choose update package" without any problem.
His problem was his phone is EEA variant (EUXM) thus not compatible with miui 13 global variant (MIXM)1
For now it's just security update. 13.0.8 can't be installed, because is older, so error will be you can't downgrade to older version. So maybe after few day they'll release MIUI 13 for Xiaomi 11T pro
