Download fastboot rom.unlock bootloader and flash it via fastboot...

Yes, You're Right. 1st Unlock Your Device Bootloader Then Flash It Via MI Flash Tool.
Note That Your Device Warranty Will Void And You Lose The Data. So Please Backup Before You Do.
