Changing background on all tabs?

Hello,

I'm sure this has been posted before, but the search engine isn't working on my browser for some reason. Is there a way to change the background in all the tabs? I'm using Energy's latest ROM, to be specific.

install the vga cab, then restart, then replace those files in /windows with the three fixed ones.
