Changing CPU settings from bootloader or recovery

I have a HTC Sensation with ViperS installed. I was playing around with the CPU settings in the "Venom Tweaks" app, now I can't boot to the OS. When I power on, the ViperS boot animation plays, then the screen becomes black for a second and the device restarts (boot loop). I tried factory resetting, restoring a backup using CWM, and installing a new OS. The new OS's boot animation always appears, then the device restarts.

Is there a way to change CPU settings without having to boot up the OS?

when you press to install vipers it has an option through aroma installer to adjust cpu and gpu settings
also before changing rom perform a full wipe

also you can do this
switch on the device and when you will go to the splash screen press and hold volume down until it gets you to the safe mode
then from there go to venom tweaks and change cpu freq

Where can I find Full Wipe or SuperWipe for HTC Sensation? The link on the ARHD page is broken.

I tried holding down, but safe mode doesn't start.

I'm redownloading ViperS, I see if it works.

Meanwhile, is there a zip file that I can install using CWM to change CPU settings?

cwm recovery has an option for full wipe
i think there is a mod for cpu freq but give me some time to search it
i will come with edit

edit:i found it but it works only for sebastianFM's kernel and PYD-X kernel

also if you flashed viperS jb 3.1.1 rom then forget that mod

Now, when I go into the bootloader, it says "Battery voltage is too low! Please change a battery...". Does this actually mean my battery is dying? Or is something still wrong with the CPU?

Are you sure it is "change battery" and not "charge battery"? It seems quite unlikely for it to tell you to change your battery. Also, did you try another ROM (not ViperS)? Maybe you aren't S-Off and need to flash the kernel manually? (And that's why the CPU settings are kept)
