2) wipe data/cashe/system (i am coming from miui preinstalled’ anything else i need to wipe)

4)i heard about decrypting the storage is it necessary..?

If your device is Global/Euro/Russian just flash this vendor file and update the rom.

Dfe is required only if you're decrypted, it disables forced data encryption after a vendor is updated, and prevents you from the need of formatting data. You can search for the zip in this thread.
No, the vendor firmware already includes all the necessary firmware updates, so no need to flash miui stock rom everytime. Just make sure to flash the currently recommended vendor zip from below link.

I would like first to thank you for the awesome job done on this rom. For a lot of years now, having installed roms on different phones, yours is absolutely the best result and the most successful.
However, I just have a strange behavior regarding roaming and foreign operators selection. Actually, when I cross the border and go to my working country, I cannot choose and decide which operator I would like to use. There is only one that is allowed. The 2 others (small country) are flagged as forbidden ? I also know that it's not a question of authorization because my son has the same home operator than me, and in the other foreign country, he can choose the operator he wants.... And he does not have a custom rom.
Do you have an idea ?

While the previous comment suggesting you to format data is correct, user forgot to mention to make a backup first as all your internal storage data will be removed.

Dude when someone says wip all data, it means you are supposed to backup your data in advance. Now boot into twrp, sideload evo x rom(follow youtube tutorials) using pc. And you will have working evo xAs you said i wiped everything except vendor but my files are also removed and now my pc is not recognising my phone and i am not able to paste custom rom maybe internal storage was not meant to wipe my device is bricked now
