My my pc's are intel 11th and 12th gen i9's
I've never had this error before on these pc's
My Intel laptop can't even detect the phone. So that's cool.

EDIT: eventually got the Xiaomi fastboot drivers to install and the tool to recognise the phone.

However, I now receive the same error as OP on both of my computers - one AMD and one Intel. So I think it's safe to take the PC and cables out of the equation.

I've given up. Have raised an RMA request with Xiaomi (which was also a janky process).

Solved this. Created a new Xiaomi account with region set to US. No VPN required. Even let me use my UK phone number.

Thank you so much,
Creating a new account on account.xiaomi.com and setting region to US then binding the same number to the new account has now gotten me a step further :D

Just gotta wait 168 hours to unlock, (I hope with no errors)

Same here.
I am pretty annoyed by the ways Xiaomi do things. Even when you jump through all the hoops they will surprise you with another one.

The solution was to create a new account with the location set to the US.
I used a new email address and the same mobile number. They recognized that the mobile number was used with another device. When I continued they removed the number from the first account to assign it to the second.

    I cant actually set any region on my phone, it literally doesn't even have the option to set it anywhere.
    Not on your phone. Go to https://account.xiaomi.com/ and just make a new account with region set to US. Factory reset your phone and add that account. Then do the bootloader unlock using that account.

    I saw this somewhere else, but I have not seen an actual source for it. If you could find a source I'd greatly appreciate it.

    This must be a new thing because I've never had this issue before. I created accounts and successfully unlocked bootloaders within 168 hours successfully.

    On my main account it usually unlocks within 15 minutes. But this time, it's not taking to the binding.
    you can check I know before I needed to wait for me to be able to unlock idk if that changed now lol

    Since September last year, Xiaomi has stipulated that each new mobile phone must wait for 168 hours to unlock any account, including the internal test account. If the number of new mobile phones unlocked by your account within a year exceeds 4, you will not be able to Unlock the new phone.
    We can't even get to the part where you request the 168 hours. Process fails before the timer starts.
