Well, I didnt want to create a new ROM, I was just to remove gapps.
First I had problem that oem unlock switch was gray on the developers menu. I figure out, that u need to finish with setup, with internet access, after clean the system and then it will enabled for this session. After reboot, you will lost it again.
But, I got confused with fastboot. Well there are 2 fastboot modes and I dont mean the EDL mode:
Getting on fastbootd I could flash system (and vbmeta with --disable-verity).
So, I flash the system.img from GSI (with no GMS), I didnt flash the vbmeta (actually I revert it back), and voila, a clean android with nothing of google using the kernel and the modules of the oneplus.
