What the heck would a Chronometer be of use?

A chronometer:
"a highly accurate timepiece, set to Greenwich Mean Time and used for celestial navigation."

Usually, a chronometer also displays extremely small amounts of time.

But: you can't 'program' a chronometers. Chronometers need to be accepted by official institutes in Switzerland, and have to be exactly accurate after being tested in several locations for 15 days and night each. The Chronometer is actually a sort of award.

A stopwatch, or 'lap'-watch, would be possible, though.

Chronograph = Stop watch

Chronometer = Designation assigned by a Swiss agency to verify that a Swiss manufactured mechanical or quartz movement has been tested to perform accurately in various positions and temperatures.

A chronometer is any device used to measure time (at least from etymology). So a stop watch, a clock or any timer are valid chronometers.

By the context I only have to assume that the original poster was requesting a stop watch, or anything to measure time up to the second - since it's also something I'd be happy with on my phone.

Also by the context, one has to assume that the original poster was not after a "highly accurate timepiece designed for celestial navigation".

You are still wrong with your definition of chronometers.
You are mixing modern terms with traditional meanings.
A stop watch you can find anywhere, a chronometer not.
It's as simple as that, a chronometer isn't a stop watch, but it can include stop watch functions, a stop watch is never a chronometer.

Get your stuff right, ignoramus.
End of debate.
