CSC Change

Hello,

I have Galaxy S4 Active AT&T I'm Not in USA I can't use the Internet over Mobile Data ( Cellular Data ) I tried to create APN but it unable to create I'm living in Middle East (Iraq) I want to change my CSC to ( MID) that support Middle East Carers I have ( AsiaCell ) Simcard If i change my device CSC to MID does my phone can read AsiaCell SimCard or it need to be Unlocked !!
