I am now on the latest India Android 13 Beta that was just released.
After you flash using local storage while booted into your current Android, BEFORE YOU REBOOT, you have to then goto Magisk app and install Magisk to the "Inactive Slot"
I did not need to do a factory reset either. I read somewhere that if you are going to a newer version when flashing cross regions, you won't have to factory reset. I haven't tried flashing the same full version of a different region, but I don't see why I would need a factory reset in that instance either as long as I am doing the "Full". Though that is yet to be determined.
Also you have to always do the "Full" update when you download it from Oneplus Updater app if you have an unlocked bootloader. It's probably also required if you are just going to be jumping around different region roms...

- Here is how I flashed while keeping root and unlocked bootloader.
- Global to Full EU A08 - Install magisk to inactive slot before rebooting
- EU A08 to Full India A10 - Install magisk to inactive slot before rebooting
- India A10 to Full India latest Android 13 beta(CPH2413_11_C.10) - Install magisk to inactive slot before rebooting
