Custom Multitasking Panel

Rooting not enough to customize panel, must I add a new Rom? I thought Gmail and Youtube were added by Verizon, but no.

Apparently I can't edit my post on XDA mobile app, MULTIWINDOW not multitasking. Anyway I found my solution. Apps already converted for multiwindow http://xdaforums.com/showthread.php?t=2039710
