D855 Internation Version no WIFI HOTSPOT

can anyone help me with this?

i am on D855 internation version

but sadly, cannot turn on hotspot..just telling me TURNING ON

did sql lite editor, but also cannot manage to find the parameter 564 (tether_entitlement....)

any help is greatly appreciated
