you can't use camera in CM 13.
You can also try LineageOS 14.1.

Extract the bootimage.zip and install the boot.img via fastboot or TWRP recovery. then install the Camera zip

Note: if you get error flashing the zips, then goto TWRP recovery --> advance --> terminal --> type setprop ro.product.device y6
then try flashing again...
