Ran into this today, i had a similar, but different experience..hope this helps

Once i got into the RSD 3 mode, fastboot commands were basically dead...all i would get was <waiting for device>...

in order to get out, i had to hold BOTH VOL+ and VOL- and Power at the same time, then as soon as the screen turned off, I had to press VOL- and power at the same time to get to a 'regular' looking boot screen. I saw regular because there was no text at the top ofthe screen; however fastboot commands would work here. Because i FUBAR'd a kernel install, i just did

fastboot flash boot boot.img

fastboot reboot

and voila...it was alive again

a bit scary though

just had a heart attack........i just got my xoom (wifi model) and followed these steps but ran into problems because i tried to flash the ROGUE CWM directly, but that bricked it.......

so any other newbs that are not following directions, i manually rebooted into fastboot mode (no writing in on the MOTO screen) so i can use adb and reflashed the eos version. then reboot.....whew..........

I just unbricked my Starting RSD Mode 3 Xoom. I bricked it about a year ago flashing a rogue recovery. It wouldn't go into fastboot mode AT ALL. All it would do was "Starting RSD Mode 3" and then I'd have to leave it off the charger for the battery to die to power it off.
I'd been checking back on Google every few months to try and see if there was any new info on the web. This time I searched for "xoom brick fix" instead of "RSD Mode 3" and I found the Unbrick Cable and ordered from Ebay. It worked;)
I used

-RSD Lite v5.7 app on Windows 7 PC

This morn I accidently flashed a zip of TWRP into the recovery partition, instead of the img file. Got the RSD Mode 3 thingy.

What I did was this:

open a cmd windows, and issue a
fastboot flash recovery recovery.img

fastboot says 'waiting for device'.

I then rebooted the XOOM with power + vol-up.
Once I saw the Moto logo, I pressed vol-down, and kept pressing it.
After a second or two, fastboot kicked in and flashed the recovery img file.
I then rebooted the tablet and everything is fine!

I was scouring the forums for a while when this happened to me. I was about to go and buy that cable, but it seems it was not needed. It seems that flashboot works as long as you manage to prevent it from booting into RSD Mode 3. For me, it was attempting to use the same method to access recovery mode.

Because there seem to be great inconsistency about which buttons to push and when to push them, I feel that I should share the official method listed here (Perform a factory reset using external keys - Step 2), which should be the same as with the first Xoom: https://support.motorola.com/anz/en/solution/MS74938
Turn on the tablet with power button, wait a full 2 seconds from the time the tablet starts showing the red Motorola logo, then press and hold the down Volume key. (you should not hold down the power button after it turns on and logo appears)
Hopefully, this spares someone from destroying those mushy buttons any faster than necessary.
