If you want to talk about non-device specific development please take it to Android Off-Topic forums
If you have a complaint about your carrier's locked bootloader switch to a carrier that doesn't lock it
Development isn't slowing so much as being split amongst the 100's of devices being released every year and for each carrier
Where it used to be a lot less than that and phones were carrier specific
