Device malfunctioned

Hey! I wanted to update my rom so i formatted it and wanted to have a new rom but after formatting my pc shows device has malfunctioned and does not recognise it. Now i can't copy the rom. Please help to fix this problem.

Maybe reinstall the drivers?

Also, try another usb port or cable if possible

How do i reinstall the driver?
My phone is not opening.... It's in boot loop. Please help.
