Device offline when using ADB

I'm trying to use ADB to connect my Droid Motorola RAZR HD running Android 4.4.2 KitKat, and when I enter

adb devices

, either no devices are listed when wifi is off, or my device is listed as an emulator and is offline when wifi is turned on. I've tried restarting the daemon as well as my phone, but no no avail.
