##DIAG# (##3424#) seems to have stopped working

I'm running the stock 4.13.651.4 ROM and have been plugging away with this phone for quite some time. I saw that Sprint switched my PRL, so I went through my normal procedure to change the PRL to the one I want (using Windows computer and cdmaDevTerm software). Unfortunately it didn't work. I tried different cables and different Windows computers, but to no avail. As best I can tell, the diagnostic interface does not seem to get enabled when I dial ##3424# and select ON. In Windows, usually when you plug in the phone and dial ##3424#, the diagnostic interface shows up in Device Manager, either under COM and LPT ports if the correct driver is installed, or under Other Devices if the driver is not installed. But now nothing happens now when I dial ##3424# and toggle ON. I think it also used to ask for the MSL (at least I have that in my notes) but that doesn't happen either. File transfers still work fine to the SD cards when the phone is plugged in.

Any ideas? Is there any other way to tell if the diagnostic interface is really getting activated when dialing ##3424# and selecting "ON"? I also have ubuntu computer and adb.
