diag mode

hello guys i have an at&T m7 which it was simcard lock i unlock the phone but the signal drops down as i research for a month now i found that the problem is that some radiobands are lock from at&t and if i want to unlock them i need to put the phone in diagmode but the problem is that does not connect any ideas ?
