adb shell settings put global heads_up_notifications_enabled 0

enable:

adb shell settings put global heads_up_notifications_enabled 1

I believe root is not needed

Absolutely right tested on un-rooted HTC as well as Motorola devices. Should work on any other as well just can't test as I don't own any other brands besides HTC and Motorola.
