Little FAQ! :p

Q: What is the benefit of flashing the Firmware as well as the Modem? Why would we only flash the Radio?

A: To make a custom ROM working with all the basic features of our phone, for example fingerprint, bluetooth, camera, etc., the ROM developers have to incorporate the closed source HALs (Hardware Abstraction Layers) as blobs into their ROMs so that the basic stuff works. Once that is done, then they go about adding the additional features that make a custom ROM unique, but these HALs will be present in all custom ROMs. Now comes the firmware; think of it as a combination of driver files that reside in separate partitions of our phone which interact with these closed source HALs and make stuff work.

Hence, when a custom ROM updates its blobs from a specific OOS version, the custom ROM user is also required to flash the firmware package of the corresponding OOS version so that there is no mismatch and the basic stuff keeps working fine. Flashing a different firmware package (of a different OOS version) might lead to compatibility issues and might break basic stuff, for example, the fingerprint sensor might not work, or the hardware navigation keys might not work, or bluetooth might not work, etc.

Coming to Modem, it is nothing but the radio firmware file which is used for network reception. All OOS versions ship with this file, just like the firmware files, but it is recommended to flash the latest Modem because it just might lead to a network improvement, if at all there are any improvements. 99% of the times, flashing the latest Modem will not lead to any issues, even if your custom ROM is using HALs from an older version of OOS (and therefore needing an older firmware package till it is updated with the newest blobs).

Thanks @shadowstep for the great Answer! :)

Anybody tried reflashing TWRP after FW had broken decrytion ?
i.e. flashing OB36/37 and realizing that decryption was broken and therefore re-flashing TWRP via fastboot.

So:
re-flashing TWRP does not do the trick.
Research has revealed that the encryption has been changed with February updates, which would explain why OB31 has no issue with TWRP-3.2.1.
All OB-FWs after OB31 have the issue of not being decrypted by TWRP.
Only solutions I read about are
1) format data
2) wait for TWRP to hopefully release a new version
