Startup wizard is crashing everytime after startup.

Have you tried booting without flashing gapps? Maybe this could help to fine when the error occurs, and if it's a problem, it helps the devs to find the solution.
Thats the default style of Pixel Experience ROM, I have moto g5 and that got small nav keys as well, OP got nothing to do with it (unless decompiling SystemUI, fix those button pngs and recompile it again)Navigation bar icons are small, they should be like attachment
You change your "Smallest width" setting under Developer options to around 384, and the navbar buttons will be a little bit more spread out, instead of being too close to the middle. But nothing can be done about their actual size.Navigation bar icons are small, they should be like attachment
I had the same issue. Removing the SIM card solved the problem for me.Firstly I updated to latest twrp.
Did factory reset.
Flashed zip. OP says no need to flash gaps. They are already included.
After booting it started crashing. Couldn't get into settings to give permissions to startup wizard.
Again tried factory reset and still same issue.
