Where did you read it?
And has it actually been confirmed by Google or are these just rumors?

There no indication that Google are trying to make it impossible to root android N. The developer previews have been rooted successful. Don't you think they would've started the process of making root impossible right from the start of the N development?

Don't think so. Only Adreno 4xx and 5xx series support the Vulkan API on a hardware level. Those GPUs are available only on Snapdragon 800 devices.

I also doubt that it will work because of lack of hardware support but we will see. Anyway it is only one of changes in rom so even if Vulkan will not work it is still worth to see Nougat on our devices .
